This will catch on some users and make your CMS well known. They'll have a chance to try it out for free on their site, and play around with it. If after a while, you decide you've put a lot of work in it that merits it to be commercial, you can then switch it to being a paid version, while there's another one that's for example 1.0.2; the paid version could be something like 2.2.1, so it would be visible that the best way to go for the user would be to get the paid version.
